IC Rated Cans/SC

Can anyone tell me what the requirements were for installation of recessed can in South Carolina in 2004? IC rated and or air tight? Purchased a two year old house with recessed cans and having difficulty identifying as IC rated or recommended wattage. Not sure why previous owner installed regular bulbs in all of the cans. Looks pretty tacky.

However, this one is about screwing in a light bulb, I can't bring myself to close it. I'm leaving this open, just making it very clear that I'm making an exception to the norm for this question, and making the rules clear - and also cautioning that someone could well come behind me and close it, and be justified.

Is there a label inside the can? There should be one stating the acceptable lamps for that can and trim.

All the info you need should be printed on a label inside of the can, this includes model and manufacture #, trim selections, and lamp selections... FWIW, they probably just installed regular lamps because thats all they had at the time...
