What would passing the ICC national Electricians test do or accomplish as far as licensing? When I call them and ask they are dont seem to understand what it is for?

Licensing requirements differ from state to state. You need to contact the agency which regulates electrical licensing in your state and ask if they recognize that credential.

Nothing....unless you are working for a local jurisdiction that requires the passing of a national test like ICC or Prometrics in order to be qualified as a local electrical inspector. Then you can use the ICC test for the entry requirement. However, as for licensing as a journeyman or master electrician...the ICC exam is nothing more than giving you additional practice.
