ICEA method 4 labeling

So I have an #8/3 THHN/THWN (3 conductor with ground) with all conductors black and marked 1-3, the ground is bare. #1=black, #2=white, #3=red? Trying to hookup a 30amp generator inlet.

Also, do I leave the jacket/sleeve on the cable once it is in the electrical panel box? None of the other (Romex) have jackets once inside the electrical panel.
