The lead lined tile shower IS producing the voltage. The voltage must be being produced through a chemical reaction between the grout, the lead and the copper. As absurd as that sounds

Where were you connecting your voltmeter to get this reading?

I don't think that is possible. The galvanic reaction voltage between lead and copper will only produce ~0.2 volt per cell. I don't think that there is any way the you have the 115 copper/lead cells in series and that is what would have to take place to produce 23 volts.
