Do you always run an EGC to each rail? I thought you just need to hit one rail per row, as the other rail for that row is bonded through the panels that are bonded to the bonded rail.
Since we were talking about reuse of a rack that predates UL 2703 listing it has to grounded old school with wired EGCs and ground lugs. If it were replaced with a new rack that was listed then you just need to ground one place on the rack.
