Identifying CEE / Ufer

I know that we tend to come up with a lot of what ifs, like is it 10' long? Is it actually ground rod? At the end of the day you've installed two new ground rods which qualify as the GES so getting rid of the old "whatever it is" is not a problem.
if there is a qualifying ground rod there don't you still have to use it even if you added ten more ground rods.
 
If the existing stub was already connected to the system as a grounding electrode then I could see reusing it. Otherwise once it's gone, it's gone. Save yourself the cost and labor of running a GEC to something that may not even be an electrode. I once did a job where they ran a #8 to the 3/8 rebar on an addition. Since it was too small I just cut it off.
