If I remember correctly, it was a requirement of ASHRAE 90.1, but now its not. The energy code referred you to 90.1 for receptacle control.

In the 2021 IECC, receptacle control is C405.11.

That does seem to be missing from Flordia's code, which you can find by clicking on the link under "Current State Code" here:
