Do you mean IEEE Std. 43-1974, IEEE Recommended Practice for Testing Insulation Resistance of Rotating Machinery"? If so, it is available on-line, but not for free. The IEEE web site shows a price of $47 (or $38 for IEEE members). Start with this link, and search by standard number: http://shop.ieee.org/store/

Thanks, Charlie. I did find this site, and noticed the cost. There is a version from 2000, which is about $80. I just wanted to see if there was any "free" links out there.
