If you had to guess, 1 or 3 phase?

You guys with the younger eyes see better than I do, but I only see (2) bundles of tape and (1) bare.
I see three, indirectly. There are 6 conductors on top (service drop and left weatherhead) and three on bottom (right weatherhead).

Added: This must be a sub-panel. I haven't seen a main disco yet.

I'll bet 3 large on three phase. Three hots and a neutral in each pipe. There is a large main somewhere. All that wire will not fit into that small panel. Main or no main. Large service someplace. Lots of phone and/or cable service also. Shopping center, strip mall??

If you blow it up enough there is without a doubt 3 phases and a neutral. There are 4 connections on the pole.

I say 3 phase.
