Do you bring your own ladder, or does the contractor provide you with the ladder?
Here the contractor is required to provide access to all work that is to be inspected, so they are required to provide a ladder, lift ect...

Everyone knows you don't use bread-wrapper ties to bundle NM together. That's what zip-ties are for.
3 or 4 violations ? tell us, tell us...
My guesses
plastic wire (cord)
open splices
no disconnect / fused
split service off of A/C unit ? (not sure of this)
From the looks of the work what are the chances of a light and a service receptacle being there in this attic.
You call them bread-wrapper ties also? Can't they be used for uniform hanger bundling, celery bundling, NM bundling, etc.
