There are a lot worse things out there.

What I don't understand is why anyone would not do this kind of thing right. its not as if the 2 minutes of extra work would have been a big deal.

I am not real concerned about the cord. Might be the thermostat wiring.

I don't see a disconnect in the picture, or a service outlet but it could be there and just not visible (but I would not bet on it).
 
You call them bread-wrapper ties also? Can't they be used for uniform hanger bundling, celery bundling, NM bundling, etc.
I'm sure the inspector would allow you to use those ties to bundle NM, just after you show him the UL approval for that use. :wink::roll:

There is a certain philosophy being promoted now, that has widely been a cultural philosophy for many years in certain demographics. This philosophy is called "Git-R-Done", and implies doing something any way you can, even if it's not right, as long as it works. This would appear to be the work of some person who believes this philosophy, and probably the owner, or neighbor of the owner.:grin:

Sounds like the last guy I worked for. Don't get me wrong...good guy, but when we doubted if we were doing something right he would say, "Does it work?"
