In ground box in wetland area

We've got 480V circuits running through in ground boxes with the tops of the 1" and 1.5" PVC conduits and the existing wire nuts under water. We intend to raise the boxes 6" above grade and extend the conduits 6".
Do you think raising the conduits is a good idea?
I am raising the box so there is room to get the connections above the water line.

The breakers do not trip. Would you recomend walking past this box with energized connections under water?

Well, I certainly would not recommend stopping in front of it or walking over it. :)

Seriously, a lot depends on the grounding of the boxes (which if it is all PVC would be none.)

The possibility of a lethal step potential in the few feet surrounding the box would be real. What is the amperage of the breakers? That combined with estimates for the earth resistivity will tell you how high the voltage might go and how far from the box it might extend.
Worst case would be only one of the phases leaking. If the leak is perfectly balanced, there would be no risk outside the box.

If you can't raise the boxes immediately, look at waterproof wire nut potting systems. Assuming that the wire is rated for wet use.
Otherwise you need to replace the wire and/or raise the conduits.
