$$$$ in the US

Hey guys. I need your help. I am new to here, and sorry if I posted this in the wrong section.

I will need to relocate sometime in the near future. I was wondering which state is a good state for an electrician to move to.
I am from VA (Richmond to be exact). I was making $20 an hour, on some jobs, but mostly about $17.50 (or so) was my starting rate.
Now I live in northeast PA. The pay here SUCKS. I was making $10.00 an hour as a maintenance elect. at a local hotel. I got some "fly by night" contractor to hire me for $12.00 an hour, and "under the table". Which just means I pay my own taxes...to keep from going to jail. Thanks buddy?!
Now I have a job making $13.50. And it's legit. But I found out that my contractor charges the same rates as the ones from VA. Appox. $55.00 an hour.
So why is the pay so crappy? I don't want to stick around to figure it out. I need to move somewhere, and was hoping you guys can help me decide where I have the best chance.
I enjoy commercial work. But I've done residential, industrial, and service truck work. I have 15 years exp, and all my own tools.
Please share your stories or suggestions, they are all welcome.

The pay is pretty good out here, unless you have a "kick me" sign on your back, as I do. :D

Of course, it'll probably teach him that I'm the kind of nut that'll rack up 24 hours of overtime, and can't be trusted with full pay... :D :D
