Yes there is.

The NEC prohibits using a dimmer to control a receptacle unless listed for the purpose.

There are no dimmers listed for the control of a standard receptacle.

There are some that use a special receptacle and you would have to change the plug on the lamp as well.
 
Lutron makes an approved dimmable receptacle -

check that pdf out - about half way down the first page will get you the idea of what they do.
They call them a RFDU or -Receptacle For Dimming Use.
It's a two part system- you change out the receptacle and you change out the cord end of the lamp you want to dim.
