incoming secondary conductors

i have a question, we have an existing 600amp service 2-3 inch pvc underground
up 3 feet up the wall, then inside to a meter pack.
now we are putting a small addition where this incoming service is located
i know if we are putting this inside it must be protected in concrete
our situation here do we need to protect this, or do we need to relocate the service
or are we ok?

yes, the power company, in this case approved for inside installation of meter pack
we are adding an addition, do we need to incase the incomming(protection of an existing service)

If it is a listed meter pack and they are not introducing additional hazards e.g. fork trucks or similar hazards in the area then no additional physical protection would be required. See section 230.6 for conductors considered outside the building.

Are the service conductors in conduit at least beyond the new foundation point. You would not want direct buried conductors under the new portion of the building even if these service conductors are owned by the utility and not governed by the NEC.
