Individual disconnecting means for PV modules?

I ran into an install that looked like someone cut off all the MC-4 connectors of the panels/modules and gell-spliced each panel together. This connection means is irreversable and can only be cut in order to perform maintenance. Is this allowable? I remember when the code changed and required a disconnect means inside all light fixtures, isn't a disconnection means necessary for the individual module/panels? I referenced 690.15 but it did not specify modules. Anyone know?
 
Disconnects are not required in the PV source circuit, yet. This will probably change with the 2014 code.

That installation method would not be in compliance with several NEC sections. If something like that passed inspection it makes me wonder about the capabilities of the local AHJ, as well as the installer. What could they have gained by doing that?

I found out that the panels came from the manufacturer without connectors and this was the manufacturers recomended installation method...
 
Out of morbid curiosity who manufactured the PV module? How old is this system?

I don't know how old this system is but it gives me a chance to point out that there are a lot of folks who are in the PV installing business that started in the last few years and don't know what kind of variety went into installing PV systems before MC connectors and UL listed combiners. There is very strange stuff out there when you start to look at older systems. Never assume that an older system you go into to troubleshoot or repair was installed the way one would be today. Assume the worst when approaching these systems.
