Indoor Conduit PVC Or EMT Exterior Of Wall

Hi i'm new to this forum.

Not sure if this is the correct forum for my question,

Before i apply for a permit

I want to install a 230v 20amp cicuit with cut off switch for an air compressor on the outside concrete block wall of my garage.

Can 12/2 Romex be used and protected with PVC or should EMT be used?

Or is EMT and loose wire ( not sheathed by plastic like Romex ) be used to meet code in Orlando Florida?
