Indoor Substation

I have been searching the web, codes and standards for more than two days looking for help and I feel frustrated. I need the grounding design requirements for a 13.8KV/480V substation located on an upper building floor. I have the IEEE Std 80-200 "IEEE GUIDE FOR SAFTY IN AC SUBSTAION GROUNDING" but this standard is mainly applicable for outdoor substations. In addition, the NEC falls short for this application. Has anyone come across this situation before?

Have you tried reviewing the current edition of the National Electrical Safety Code? This standard covers these requirements.

Are you talking about indoor substations consisting of Metalclad and/or Metal enclosed switchgear?

If so, then I believe the NEC 250 grounding requirements are sufficient for 15kV just as they are for 600V.

250 part X (10). Specifically starting at 250.180 applies to you, as well as any other applicable portions of 250. Part 10 supplements and modifies the rest of 250.
