indoor wire to pool

Just had a pool inspection and failed. Sticker said insulated grounding conductor for pool. Then I called the ahj. Not there but building insp. talked to me. He was with the ahj on todays inspections. He said everything was fine, but he failed me for running 12-2 romex from the gfci breaker in the panel to my first outside box. Groung wire not insulated. I told him I always do it that way.(just did one 2 weeks ago in another town and passed)Ahj will call me in 2 days. 680.42c says its ok, but thats for spas & hot tubs. Could not find an article for pools. Please lend me some input. Thank you for your help. Mike

Thanks for 680.21-4. I have done this many times. Romex from the panel to a wp box on the outside then underground in pvc to a 4x4 post. All I can think of is the ahj might of thought I ran the romex to the post in the pvc. I should get a call tomorrow from ahj. Ill post back. Thanks
