I can not seem to find a definition for ITE in the code book. Does this mean that any room dedicated for compter equipment is to be considered an ITE room or is there another standard that defines this?

No, no room has to be considered IT. Fact is any smart designer or operator avoids 645 like the plague. 645 is completely optional, never a requirement.

An IT equipment room can be defined as a room that complies with the requirements of 645.4.
If you do not have those requirements, then it is not an IT equipment room.
That is why, as Dereck said, it is essentially optional.
