Inground pool 50a electric pool heater GFI.

I've read the code section so many times and still can't convince myself I have the right answer.... Does an electric 240v 1p pool heater need a GFI c/b? My brain keeps saying yes but the code keeps telling me I'm not sureo_O. We don't put them on hot water heaters and commercial dishwasher equipment. Need help so I can sleep tonight. Thanks
 
The only pool heater that the NEC requires GFCI protection for is a gas heater.
680.28 Gas-Fired Water Heater.
Circuits serving gas-fired swimming pool and spa water heaters operating at voltages above the low-voltage contact limit shall be provided with ground-fault circuit-interrupter protection for personnel.
That was a new rule in the 2017 code.

EDIT: My comment is not 100% correct for a dwelling unit where the heater is supplied by an outside outlet, as in that case 210.8(F) in the 2020 code would apply.

That's the way I looked at it but I have the electrical inspector saying I need one. I'm afraid that the heater will trip the GFI breaker,

Tell him that you believe he is incorrect and could he show you where it is stated in art. 680
 
I hear you but I've already done that. I thought maybe I was missing something in the code. I have never done a pool heater but have done lots of pools and equipment. Thanks for the info.
