Good morning everyone,
Does anyone know if there is a requirement for the electrical inspector to put on a sticker when the rough wire is completed? Here is why I ask. I have been asked to finish a job that other electricians started. I say the term electricians loosely. There are many problems. I can find no paperwork with any signatures of anyone except the building inspector. He has been telling me for some time that the rough and new service are fine. I was told by the home owner and general that he is the electrical inspector. I called the township and put him on the spot about the large amount of problems. His response was, he was not certified as an electrical inspector. And gave me the name of who was. Bottom line is I believe he did give the “OK” to drywall everything. I am not one to start trouble with the AHJ, but I also don’t want anyone to get hurt or killed. Some of the big issues are bonding and grounding.

Thanks, that’s how I interpreted Art 90 and 100 definitions. I like opinions. Now my problem is that the inspectors work for the township. They are a 3rd party engineering company.

How inspections are conducted, licensing and permit issues are laws of each jurisdiction and not something covered by NEC.

So you took on finishing a residential job, it has code issues, and the home owner and the general contractor are defending the work by the previous 'electrician'? You asked the Building inspector whom is not an electrical inspector if the service and rough are approved and he said yes.
Now your wondering if the job was even inspected by an certified electrical inspector?

It seems like PA requires state certification of inspectors now. All across the USA there is this new fad of residential "multi" inspectors. They get a limited certification to inspect all the trades however its limited to just residential. They *should* in theory be able to spot the violations you speak of. If you know the inspectors name you might be able to look them up here:

I would take some photos of the code violations, note the code sections violated and give them to your customer (not sure who that is the general or the HO) and the AHJ, and state your only trying to make the job safe and you need x amount of dollars to correct the issues. Oh and post some photos here.
 
Hi, I have since walked off the job. The GC strung me along and had me do other tasks. I was time and material. After a few months of this I wrote a letter explaining that the job had life safety issue and was a fire hazard. I was told, by the township code enforcement, all along the job was inspected. I finally tracked down the 3rd party electrical inspector. He said he never inspected the 400 amp service or did the final rough wire. Of course he was on the defensive and was basically yelling at me. So in the end, I thought the building inspector was the electrical inspector, I was even asking him questions. He always referred me to the prints. I just thought he was a very bad inspector.....until I confronted him to have a walk through. Then he told me he was not certified as an electrical inspector. It’s a very bizarre story. As a note, I was at least the 3rd electrician on the job. The only reason I did anything was because the contractor is my neighbors son. Now, I believe he was one of the people deceiving me. The very large bed and breakfast is almost totally complete.....but the rough wire was never done. I’ll add a few pics. One panel is a sub- panel, note it’s wired wrong. Bath fans not ducted. Wire in returns. This is only a few. The job was installed very poorly.

The exhaust vent is a mechanical not electrical issue.

Not sure i understand the issue with the grounding electrode conductor. looks like the #6 awg was from the original service, looks to be a 1/0 for the new service.

most likely they are going to use pex for the new water system

and no there is no state requirement that the electrical inspector place a sticker on site, it is however commonly done in PA based on past practice.

two neutrals under same terminal would be an issue but the trim out of a panel is usually look at for the final and not the service or rough wire inspection

is there a code issue passing through the stud space in the picture being used for environmental air. doesn't look to be an air duct in the picture

i think it is poor work if the romex will be seen through the grill
