Inspector approved well with no egc connection

I was task to do the power to well controle. Plumber did from controller to well head. I saw he had not boned to well.
Told him he needs to bond it to the egc.
He said let’s see what inspector said.
Well this he did not address that.
It’s not my issue but it’s a safety how should I approve it.
In the invoice I state my work ends at suppling power.

Oregons dumb I guess wells don’t need to be inspected. Or this plumber is just avoiding permits

Probably been about 20-25 years ago, not too far from where I live a 9 year old girl was electrocuted when she touched an energized pitless adapter for a well. I think they figured someone had repaired the underground cable to the well at some point but failed to connect the EGC in their repair.

Probably slim pickings for inspectors. Back in WA I had a city inspector who didn't know what knob and tube was and thought it was just old loose wire. Then after I showed him it's still in the code book he thought I needed to cut any old splices and put a box around all the 100 year old splices. This was for a few basement outlets and a bathroom. I made him call his boss and he got more information. Lots of stuff like this with experienced labor shortages
