inspector changed his mind

on my inititial inspection of an attic remodled into 2 bed rooms. the standard breakers in the sub were fine, also the breaker for the interconnected smoke alarms was fine and i got a "ok to cover" sticker on my sub.

well at the final inspection suddenly i needed AFCI breakers in the sub and one in the main for the smoke alarms.

the inspector is new. and is from nasville. the county i live in still uses NEC 2002. im thinking he just doesnt know my county`s codes.
