514.9 requires that all conduits entering or leaving a dispenser or a space in direct communication with the dispenser be sealed using a listed seal. A contractor contends that a seal is not required per 504.70. I do not think that the rules in 504.70 apply in this instance. We are not sealing an enclosure but rather a conduit. Am I correct in my interpretation that 514.9 stands alone?
