Larry-

It depends on the work being done. If the contractor touches it as part of their work then I assume they're going to bring it up to total compliance. Our office doesn't hold up an inspection on fringe issues. They get their inspection and sign-off but the owner doesn't get their final sign off/ certificate until everything is fixed. Most of our local electricians do pretty well covering all the non-compliant issues with their bids. We seldom have anything major come up. Once in a while an electrician will comment on something he thinks should be fixed but the customer wanted to see if we said anything about it first. In these instances I'll bring it to the owner's attention as a seperate item, but it isn't up to me as whether or not the EC gets the additional work.

We have an open door policy if an EC has a question before he pulls a permit. (Am I going to have to fix that other mess too?) We'll make a courtesy site visit to encourage public relations. We need all the help we can get.

That's all I would ask for. :)

If I ask the customer if they want me to inspect the rest of the premises (not free), and they say no, I'm out of that loop.

What if the costumer sees our pointing out of the "other mess" as casuing them to have to spend more money?
