Installing conductors in conduit prior to concrete pour

Aloha from Hawaii,
Is it legal to install conductors in conduits before the concrete is poured? I know in the past I was told it was not legal, and I am pretty sure I found the code sections (it may have been an issue or two or 10 ago) but I can't find anything now.
 
If the raceway is complete I'm not sure what would prohibit the installation of the conductors. Look at 300.18.
