installing electric conduit on chain link fence

Can you guys help me out on this installation a local union contractor installed over 2000' of 1" and 3/4" ridged conduit in a liquefied natural gas plant all hung on the chain link security fences around the facility not only the conduits but the j-boxes I dont think the install meets code standards because some of the conduits carry 120 volts some carry low voltage all are for security and can be accessed by jumping over the fence and possibly tampered with also they claim they are exempted from the permitting process because they are a public utility (a gas company) please help. ? George Bell.

Prodiver, I do not know if they are exempt or not.

I do not see anything in 90.2(B) about gas utilities being exempt, that does not mean the local AHJ has not exempted them.

However I do not see that it makes a difference, I do not see any violations from your description.

The NEC is not concerned with the tampering of security systems, only the electrical safety of the installation.

It sounds like you have a the power and signal run in separate rigid conduits and as long as the conduits and boxes are properly supported it sounds like a good installation.

I can only find one NEC requirement that comes close to addressing this issue. 300.11 requires that raceways be securely (my emphasis) fastened in place. One might argue that no matter how well you clamp the conduit to the fence, the fence itself does not constitute a secure fastener. If one were the AHJ, one might even win that argument. But last time I worked for a utility, the utility itself was the AHJ. So I think this installation is going to stand as-is.
