Same question for the electric range. If using the optional calc, it needs to go in as nameplate and not 8000W. Maybe the range at 208V magically calcs to 8kw but Im suspicious.

Mark the range is a name plate, as code allowed to do that. The owner in this case does have specific range that they use in all of their projects.

I'm curious if anyone has good sources to read regarding tankless water heater demand factor for sizing service to *multifamily* apartment houses, like 3-40 units? Or mixed with commercial applications, like multiple in a restaurant?

The NEC need to address the Instant water heater more direct.
The earliest that could happen would be the 2029 code as there were no public inputs to address that issue for other than commercial kitchen equipment made for the the 2026 code.
