Can an Intermatic model IG3240RC, that needs a double pole 15 amps breaker be install in a multiwiring circuit breaker (double pole already with lighting circuits) in a Square D panel which allows 2 conductors for beakers? This customer panel is completely full and if this is allow then we don't need to add a subpanel to take care of some of the breakers. Reading the manufacturer installation they stated that not more that one wire should be connected to a circuit breaker, but SD breaker allows that and really I don't think any problem with that.
I appreciate any input.

Per the manufacture--you are only allowed one wire per breaker.

Meaning: the surge protector cannot share a breaker terminal
 
Thanks Frank and Resistance, 2 different answers, but if Square D breakers allow 2 wires for breakers then why I cannot attach the Intermatic in that way? I can connect the Intermatic at the double pole multiwiring breaker at the 15 amps (lighting) or at the 20 amps (receptacles) They allow to use it on 15 or 20 amps.
 
UPDATE:
I just spoke with the manufacturer and yes, we can install the Intermatic sharing a breaker as Square D or any breaker that allows 2 wires.

I think you may be mis-interpreting the words in the attachement you provided, they could have worded it better. They just want to make sure you put it on a 240V ckt.

I guess so......LOL!

It says:
The two black wires remaining must be connected to two separate 15 or 20 amp
circuit breakers, not to each other, to insure connection across the full 240 volt
AC incoming power circuit. Use the AC voltmeter or circuit tester across the
black wire connection to be sure the protector is providing full protection to your
panel. Not more than one wire should be connected to circuit breaker. It may be
necessary to add new breakers.
