Something that is automatic or on a timer- water heater, pool motor, really outrageous coffee maker is where I'd look.

put a graph on the line side of the service & see what it says, I saw this happen in Seattle a few yrs back & come to find out through the graph that they were getting slammed by a large demand draw a few blocks away but still on the same grid. Glenn
