Does anyone have a specification for the "light blue" the NEC (et.al.) call out for IS circuits in hazardous locations? Is there a RAL or Pantone color that is either 1. identified or 2. commonly used?

That would be more of a wire manufacture spec or insulated cable mfg association.
 
IS "light blue" color coding is permissive rather than required. As such,identified is a pretty good term; i.e., is the chosen color, "Recognizable as suitable for the specific purpose, function, use, environment, application, and so forth, where described in a particular Code requirement." In fact, unless it would cause confusion with other onsite systems, light blue isn't even restricted to IS. See Section 504.8(C).
