Iowa inspector missed this one.

I can hear my wife now...go into a restaurant or bar and its got an open ceiling and I'm looking up there at all the infrastructure..."what are you looking at?"
 
It says 'suitable for wet locations', what's your issue? :p

Seriously, what is the location we are looking at?
Looks like it's for a patio or garden light. Bollard or pole light would have additional hardware for mounting. I see the box is a standard octagon box; not suitable for wet locations.

Mine too, and my daughters. But I'm finally getting to where I don't look much any more. I purposely see as little as possible now. 8 hours a day of it is enough.
 
It may not be inspector missed it, but altered after the inspection. See a lot of that. If you are talking about a home inspector, that is not at all surprising. Seen those guys miss big major issues and tell prospective buyer everything is good.
 
It looks to me like a commercial pole-light base, abandoned, with the box meant to protect the wires.

This was at a large mall, central Iowa, just off I80.
Obviously, an old installation, but I did not have the nerve to dig around in it to see if the wires had been removed. I've seen enough to know that is not a good idea.
