Ironing board - breaker lockout

My inspector recently called for a breaker lockout for a built in ironing board. Has anyone else had to do this, this is a first for me.
 
The built in ironing boards I'm familiar with are simply a fold out Ironing board that has a receptacle inside to plug an iron into. I would not consider it an appliance.
 
Certainly if it has a receptacle then that would be the disconnecting means. Is this ironing board hardwired?

If it is a built in hard wired appliance, then 422 disconnecting rules apply.

If it isn’t hard wired, I get to change my answer.
 
There is no requirement for a breaker lock on a receptacle, but there are many justifications to call a receptacle a disconnecting means.
