I am in California, dryer is 20KW. On the same note, does a water cooler's dsw need to be fused as well? From my understanding, only motors need to be fused? Thanks for any input.
For residential cook tops and wall oven that are hard wired you still need a disconnect correct? If so do most of you just put a double pole switch next to the appliance?

Motors do not "NEED" to be fused. They need over current, short circuit, and ground fault protection. Multiple different ways to achieve that. Disconnect is a seperate requirement and can be done many different ways as well.
