Is a ground bar considered a bus bar?

I agree with Dennis. His pic shows what I call a small busbar, and the neutral or grounding bar in a typical panel I call just a bus.

Why? They are already identified under a UL. classification, they don't need a anything else

Idk. Maybe I misinterpreted your text. If you were an inspector, would you allow the gec to be extended inside of a panel by means of the ground bar?

But without definitions or rules, could you see how someone could argue that a ground bar is a busbar?
Its up to the manufacturer in list of equipment/gear parts to first call it what THEY wanna call it...
Edit, it sounds like you want to add...
