Is it a industrial control panel ? or what ?

So I have done this many times but seems like anymore everything has to be listed and even drilling a screw or drain hole is a issue so,...how much can I modify or build up a assembly in a enclosure?

You can modify it as you see fit. The work you do just has to be approved.

Approved. Acceptable to the authority having jurisdiction.

You will have an easier time getting the AHJ to accept the idea of drilling some holes in the box for conduit fittings than gutting the box and reusing it for a new control panel.

First off, while the "NEMA" enclosure standards are still around, for the most part they have been replaced by UL types. UL uses the same type number designations but the standards refer to UL standards and not NEMA. They are quite similar but not exactly the same.

IIRC, you can have an opening not more than 0.22" in a type 1 enclosure. Basically if you can't put a pencil through the hole it is OK in a type 1 enclosure.

As for breather fittings or type 7/9 enclosures the OP said nothing that would suggest he was asking about either. He asked how much he can change an existing industrial control panel. The answer I gave him is correct, however unsatisfying it may be.
 
Retired and not up on the UL, but agree with you as we have modified control panels (some big enough to have 10 people stand in them and need ladders to reach the term racks).

years ago it was common for plants to have huge cabinets just full of relays. anytime they needed to modify how a line ran the electricians would go in and rewire the relays. sometimes many thousands of them.
