Is it ok to replace the innards of a Sylvania panel?

I flagged a Sylvania sub panel to have reviewed by a licensed electrician on a 4 point inspection due to the brand and the insurance company requested panel be replaced. I was called to reinspect the panel and write a new report. The front panel, all breakers, and bus bars were replaced in the old Sylvania panel (its just a metal box). Is this ok?
 
If they are Sylvania replacement parts yes. If they are replaced with another manufacturers parts under their supervision they will provide back up.

I would think that the work should have required a permit and been inspected by the local AHJ’s electrical inspector.

It almost sounds like they did this without permit and want you to approve it. I wouldn’t.

It is permitted but the AHJ inspector has not finaled the permit so I do not think he has seen it yet. Thank you for your help!
 
I replace the "guts" in panels all the time. There is no violation. The panel board is listed but not the cabinet it is installed in. As long as you use the correct breakers for the conductors, all terminations are tight, and the cover/door fits, what's the problem?
And yes, the ones I did were inspected and were by different inspectors in different areas.

There is only one way to say for sure if this is a code compliant install and that's to get the final (only) inspection to the upgrade. The AHJ is the only one with the authority to make that call.

What is wrong with the old loadcenter, just don't like the name?
The bank demanded a service change, had a small house, size of a small apartment, with a 100a main that had been working without tripping any circuits and I just replaced the meter with a new meter and 200a loadcenter, sub feed 100a back to old, split gnd/neuts. Bingo bango!
