Set up:

Daycare/Pre-School Bathroom, sink & toilet
Water Fountain
His & Her Water Closets, toilet w/exhaust fan, ceiling light & duplex receptacle in each.

Currently all of the above are controlled by the GFI in the Bathroom

Question:

Is GFI protection required for the Water Closets?

I have looked at 2014 210.8 (B) and I conclude No.

It sure sounds like a bathroom

Yes, son of a plumber here and yes he would call a toilet a water closet but it sounded like the OP was treating water closets as a room.

Yes, I'm calling a room with only a toilet, no basin, a Water Closet, could not think of any other descriptor for this room.

Nope, one full bathroom.

In another area are two classrooms that have room(s) with just a toilet. The sink, basin, for washing hands is outside of the toilet room(s).

So you're asking if the toilet rooms need GFCI protection?

I am confused as I was under the impression building or health codes require a sink with a toilet.
 
In my area, plumbing codes have changed to require the sink in the same space as the toilet. Previously, a popular school design was to place the sinks outside the toilet space so the students could be monitored.
 
The NEC does not require anything in that space.

If the room only has a toilet it is not a bathroom to the NEC.

Even if it is a "bathroom" it's in a non dwelling unit, therefore not requiring a receptacle. But....if there is a receptacle, I think it would need GFCI protection.

Is this Daycare in a one or two family home?
Are there receptacles required?
Commercial building = none required.
Water closet = bathroom with receptacle = GFCI right?
Despite all of the above, within 6 ft. of a sink = GFCI
In an area frequently occupied by children with water, this is a no-brainer. GFCI
Am I missing something here?

As an inspector, I hear that all day.
It's "Tamper resistant."
And I agree that TR is required.
Sorry, that's like hearing "Carbon Dioxide" detector.
And....nothing is "anything proof."
To quote an old saying: "If you 'Idiot Proof' something, they'll just adapt better idiots.":)
