I addition to everything else that has been mentioned... You should never use an anchor as support for something else, or vice versa. For example, two people should never be working hooked into the same anchor.
In this case, if the anchor fails, not only does the person fall (perhaps to their death), but the electrical lines it is presumably supporting may also fall. It would be a good way to provide oneself two chances to die.
