The trick is to get certified by one of the major brands, like Trane. Yes, the mini splits are pre-charged.My state won't allow me to install any HVAC that requires refrigerant charging due to licensing. But I could install pre-charged systems. I've been considering it.
The state licensing requirements go beyond just refrigerant certification. I forget the exact requirements but there is some number of years working for a licensed HVAC contractor before I can sit for the test.Yes, the money in splits are pre-charged.

I thought General Contractors are exempt from apprenticeship schemes.Most municipalities require a completed apprenticeship or 8000hrs + extensive schooling for electrical, I'm guessing HVAC isn't much different.
