He then threatened to go to the job, take pictures of the installation and send it to the state and basically said they would take my license away because I don't know codes.

If he can get one other person to join him in that (two or more people) you could cite him for a violation of U S 18-241, conspiracy to intimidate.

If it was a case of gross fraud, negligence, extensive repeated code violations, I could see the State Board taking away your license. For a case of nit picking or writing his own code while you wait on him, I could see a case of conspiracy to intimidate.

Code interpretation would be the State Building Inspector's jurisdiction. Since you would have a code dispute and not a licensing dispute, he would be threatening to haul to to the wrong agency or regulating body, wrong jurisdiction (if it's anything like Ct). State Building Inspector rules on code and the State (trade) Supervisory Board would rule on licensing. Unless he's threatening to get an unfavorable code interpretation from the SBI against you and then refer that to the licensing supervisory board ... he needs a complaint in two different jurisdictions to threaten your license. Maybe just ask him if he wants to give you a ride to the state line.

You would want to escalate his threat to his supervisor if you want to pursue administrative remedies.

I just looked at the handbook for the 2011 NEC, and if the illustration is correct, the OP is good to go.

If the screws can be loose (not removed) and the cover still stays on, it's OK, as opposed to a cover that has slots and can be removed without totally removing the screws.

The cover does not have to be part of the grounding continuity, it just can't interrupt it if it is removed.
