Is this a code violation?

Out of curiosity, what would this violate if anything? It technically of reach, outdoors and I guess could be serviced by authorized professionals?
 
Are the cable entries as required by the luminaire instructions?
Is the wire listed for the exposed outdoor use?
Does the electrical(?) tape satisfy the support and securing requirements?

Looks like a temporary install... I hope. In addition to GoldDigger's question, are the conductors run outside a raceway/listed cable type, splices rated for the use?
 
Is it in the USA? I see NEMA stickers but it could still be located in Madagascar.

Wires are THWN-I think- but the wires entering like that are not shown in the instructions.
 
In the area of the US where I am working this week, that would be considered a high level of workmanship.:happysad:
 
Maybe it is temporary being tested before a permanent solution goes in.
 
No over head feed.

Maybe the wiring that is in the arms is being replaced.
Maybe the crew did not have the time to finish it permanently and this is temporary.
Maybe the new arms have been ordered and did not make sense to take old arms off and then redo wiring when the new arms come in.

But at the end if this the final installation proper AHJ (poco, city maintenance, NEC...) needs to approve or reject.
 
Since there's so many maybe's in this scenario it may be they are getting power out of the fixture heads to feed something else.

It is the season you know.....

Who owns the lights? Are they street lights owned by the electric utility? If so, not a thing can be done about it.
