Is this a code violation?

Out of curiosity, what would this violate if anything? It technically of reach, outdoors and I guess could be serviced by authorized professionals?

if in california, you'd need motion sensors to dim the lights when
nobody was present, or you could just wait for them to burn out
when the wiring fails... should take about the same amount of time.
 
I don't think they knew the pole and arms are hollow. :lol:
You may be partly right. Looks like the supply is likely coming out of the top of the pole then runs down to a splice near where the light arms attach then splits off to each light.

Isn't there a square indentation on the pole just above the arm that may be a knockout? If so, it looks like the arms should be over that so the wiring can be run through the inside of the arms.
 
It is easy for us to criticize from just one picture. We don't know what the real deal is.
