Is this a safety concern?

I've onle done commercial electrical installations for the in last 15 years, not too familiar with residential code but noticed this when I was looking at a house to purchase, the panel is located outside in a shed adjacent to the house, I don't think that's the problem but there's up to 4 cables in 1 connector and they are all taped together

You can’t have multiple branch circuits feeding a different building. There needs to be a feeder to the house.

Arlington has 1 1inch metal connector that is listed for 4 14-2. That doesn't mean it's good get some better pictures. Also if the wires aren't stapled how much of this was inspected and are there other issues then?
 
Unfortunately I don't have better pictures, but there is a green inspection sticker from 1983 and another green inspection sticker from 2000, i aso found some Romex cables in the attic with damaged insulation, possibly chewed on by rodents, and nothing in the attic appears to be strapped
