Is this a subpanel?

I have a meter pan all in one type. Meter on top ,disconnect under it. Removing the short two wires and bring two 2/0 from meter, plus a neutral, Coming down from the meter pan thorough the house disconnect panel under the meter pan, to the generator switch located on side of disconnect , then from the generator switch, back to the disconnect house breaker in the disconnect panel ,dose the house disconnect panel becomes a (SUBPANEL)?. If so, I have to separate my grounds and neutrals? If not, than I would not have to?

Keep in mine this is a meter and disconnect all in one, and main breaker, plus feeder breakers. We installing a generator switch on the side of the disconnect panel.

The main problem with the method is that it violates the manufacturer's product certifications, unless they specify otherwise.

And yes, with the service main in the ATS, the panel becomes a sub-panel, a modification which most likely is not approved.
