At the end of this video they show rebar to be installed. My question is - if this rebar meets the requirements - does it require being used? Yes, no, depends on the AHJ? The link is to a construction video.

The building is new so it should already have a CEE.

From 250.52(A)(3)

If multiple concrete-encased electrodes are present at a building or structure, it shall be permissible to bond only one into the grounding electrode system.

Not to mention they missed putting it in the footer.

The rebar is for the slab so it isn't an electrode
