Is this legal? Only hots in a pipe? Only neutrals in a pipe?

I thought that was only for MWBC.
I don't believe that's correct. As Infinity pointed out, the photo quality isn't that great. This is obviously a 3-phase panel and we can't tell from the photo whether any circuits are actually 3-phase (can't see any handle ties). That said, based on the # of neutrals in the panel we can only assume that each circuit is single phase, 120V. We also have to assume there is a trough above the panel where the conductors split apart. Still, if I were this "anal" in wiring a panel like this I would still have identified and matched each neutral with its respective phase conductor. Just my 2 cents worth :cool:

Yes, I am a believer now.
Even with a gutter above and Individual raceways to each branch circuit this would be a tug and pull PITA.
Unless....
AS pretty and well laid out as it is, I'm betting from here the grounded conductors are landed in respective order on the neutral bars.
