Installing a PVC sch 40 pipe on the edge of a concrete footing that will be encased in concrete. (over the pipe) I say there is no "ground" or dirt involved so its not underground, its encased in concrete. Therefore no burial depth applies. Am I way off here? PVC can be encased in concrete, I think. It doesn't really say in article 352
 
Jes, If its in the concrete its under the building.Table 300.5 requires "0" inches.So i would say its not in the ground..

The situation here is a patio with a footing though. Not under a building, however I still say its not underground. Anyone agree? A quick answer would be nice I am doing this tomorrow

You know, I thought of that, but unfortunately the insane way this job is ran thats not really an option. I don't even think theres gonna be an inspection. I could go on and on. Trust me I am pulling out my hair on this f#####ing job! Thanks anyhow.
 
How about note 5. The concrete is "solid rock". That will be my back up to the "not underground" story.
 
Definitely no vehiclesin this situation.

I thought up another argument: The patio and footing are a building (see definition) therefor 0 inches required.
 
You say it's a patio. So patio's are exterior to the building. Ok, from Table 300.5 :

Under a minimum of a 4 inch thick concrete extrerior slab.....etcetera

Minimum cover is Four Inches
