Is this up to code?

Saw this when installing another circuit yesterday. This is a 150 kVA transformer bolted to the floor on top of an expansion joint. Front is bolted to one slab and the rear is to another.

Dont know of any electric codes but it probably violates a building code or two. Might want to check the clearance to the wall for ventilation.

1. Why is it bolted to the floor? (Not like it's going to go anywhere... )

2. Why are there not rubber pads underneath the four corners? No need for noise dampening?

Edit: Did you look to see if the unistrut was attached to the floor? If it is not, then that makes my #1 point moot.
